Did you know that it is legal to sell public domain video, images, audio and text - if it is in the public domain?  Another fact you might not have known - if you alter public domain property in any way, you can copyright it yourself; for example, colorizing black and white video. 

Here is another factoid you may not have known; you can copyright a list or a collection of mterial that is copyrighted by other parties.  Ownership in the properties would not change; only the collection would be copyrighted; for example: "John Hyat's Top 100 40s Films".

In today's time starved world, IP collections are one of the most convenient and useful ways to package media. Forget about ownership, the simple concept is what we're discussing here. Putting together content in a thoughtful, consistent manner saves time and is consistent with standard bying habbits of just about everything.  If you are going to exploit public domain content, and you are not planning on the high production cost of colorization, overdubbing, translation, subtitles, etc. - then you should probably look at ways to package collections, which would not require as much monetary investment.
